Officials attribute the increase to continued growth of the authority's Section Housing Choice voucher program. This week, the authority hit the 10,000 voucher mark. The program supports 23,000 people, including more than 11,300 children. The program served 4,700 households in 2000.
The voucher program limits participants' payments to 30 percent to 40 percent of their income and provides rental subsidies — funded by the U.S. Department of Housing and Urban Development — to private landlords on behalf of participating households that make up the difference.
